Why did UML demand the dissolution of the Koshi Provincial government?

Kathmandu, July 15 : The Communist Party of Nepal (UML), under the leadership of Uddhav Thapa, has demanded the dissolution of the Koshi provicial government and initiated the process of forming a new government. The Saturday meeting of the UML Secretariat concluded that the Koshi Province government, formed unconstitutionally by manipulating the counting of members in favor of the ruling party, had crossed constitutional boundaries.

“The trend of separating the Speaker from the parliamentary party is still prevalent. Also, the act of forming or dismissing the government while the Speaker is directly associated with it is a direct blow to Nepal’s constitution, balance, and stability of control, as well as our democratic and parliamentary practices,” said the proposal passed by the UML.

Based on the signature of Koshi Provincial Assembly Speaker Baburam Gautam, the Congress parliamentary party leader, under the leadership of Thapa, had formed the government. Against the formation of the Koshi Pradesh government, UML parliamentary party leader and outgoing Chief Minister Hikmat Karki had filed a writ in the Supreme Court. During the hearing of Karki’s writ, the Supreme Court had ordered not to make any decision that would have a prolonged effect on the new cabinet. Prior to this, there had been discussions in the federal parliament regarding the formation process of the new Koshi Pradesh government.

“The current ruling coalition is actively engaged in violating the constitution, interfering with constitutional bodies, making them disputed and ineffective, and undermining democracy from all sides,” said the UML. “The interference carried out by the ruling coalition in the Koshi Pradesh Sabha is the latest example of this. The constitution of Nepal envisions the role of the Speaker as impartial and non-partisan in leading the administrative system. The constitution does not envision any bias in favor of the Speaker anywhere.”
