Defending the Republic: The Gen Z Alliance’s Two-Month Race to Institutionalize the Anti-Corruption Wave

November 9, Kathmandu. Two months have passed since the Gen Z Movement of September 8 and 9 shook Nepal’s political landscape. As the movement transitions from an amorphous state to taking shape, various Gen Z groups are intensifying their ideological, organizational, and political efforts. The Gen Z Movement Alliance is one such group.

According to Alliance members Monika Niraula, Rijen Rana Magar, and Sangken Rai, they have increased their activity in the initiative to institutionalize the movement. Speaking to Onlinekhabar, they provided a detailed explanation of the seven-point proposed memorandum of understanding they prepared to institutionalize the movement’s mandate.

The Gen Z Movement Alliance is a shared platform of 13 groups, including organizations like the Indigenous Gen Z Collective, Muslim Gen Z, Gen Z Digital Dastak, National Dalit Gen Z Movement, Nawa Yug (New Era), and New Wave.

  1. The Gen Z Movement Alliance has prepared a seven-point proposed memorandum of understanding (MoU)to institutionalize the protests of September 8-9 (Bhadra 23-24).
  2. The Alliance prepared the document with the support of youth from 77 districts, prioritizing justice and investigation into the incidents during the protests.
  3. The Alliance is demanding proportional inclusion, the right to investigate corruption in policy matters, and ensuring voting rights for non-resident Nepalis.

Gen Z leader Monika Niraula stated that the Alliance initiated a collective effort to defend the Federal Democratic Republic, secularism, and proportional inclusion after these principles began to be questioned from various angles.

“We are organized in various districts, and other groups are also carrying out activities in their respective districts,” she added.

The Alliance believes in co-leadership and does not adopt a single president or coordinator system. In the two months since the movement, the Alliance has been conducting multi-party discussions with civil society, editors, writers, and leaders of political parties.

According to Rijen Rana Magar, another leader, the movement sent a message that the legitimacy of the first generation and the establishment of the old parties has ended. “Not only that, we have sent a message to the parties that if they do not reform internally, the legitimacy of the new generation will also expire,” Rijen told Nepalpage.

In addition, this group is actively working to institutionalize the movement. Members of the Gen Z Movement Alliance stated that they are currently focused on discussions with various Gen Z groups. The main subject of discussion is the seven-point proposed MoU, which the group claims has been endorsed by youth from all 77 districts.

Monika Niraula clarified that this document is a compilation of 24-25 demands collected from social media, which were placed on the online platform Speak Up Nepal to gather public feedback. “This is the 13th-14th draft; efforts are being made to address everyone’s demands,” she said. “If the government formally signs this agreement, the movement will gain legitimacy.”

The document prepared by the Alliance raises the issue of investigation and justice for the incidents of September 8-9 (Bhadra 23-24). According to them, this is the current priority. Gen Z leader Sangken Rai told Onlinekhabar, “It is not justice to investigate only the September 9 incident while forgetting the September 8 massacre. Besides this, they are demanding free treatment for the injured, relief for the families of the martyrs, the formation of an empowered commission, and the restructuring of security agencies.”

Looking at the recent political situation, even with the formation of the Gauri Bahadur Karki-led commission, there are doubts about its impartiality. Monika Niraula added, “After the suppression on the 8th, the reaction on the 9th was natural; it was a failure of the state.”

According to leader Rijen Rana Magar, the Alliance also emphasizes the need to amend the CIAA (Commission for the Investigation of Abuse of Authority) Act to grant it the authority to investigate policy-level corruption. They are also raising their voices regarding the resignation or public hearing for the CIAA commissioners.

The Alliance has also put forth some demands concerning the election scheduled for February 2026 (Falgun 21). Monika Niraula stated that the voting rights of non-resident Nepalis must be ensured. The group is also advocating for the re-registration of political parties, proportional representation guarantees, and transparency in expenditure.

Furthermore, the Alliance is demanding an end to the politicization of civil service and other administrative structures, advocating instead for merit-based appointments.

Gen Z leader Rijen Rana Magar also raised the issue of forming a Constitutional Reform Recommendation Commission to study a fully proportional system and taking the debate on a directly elected executive head to the grassroots level.

Sangken Rai emphasized the necessity of fully proportional and inclusive representation. Rai said, “We do not want familialism in the name of inclusion; we want meaningful representation of the targeted groups. Our demand is for population-based representation for women, Dalits, Janajatis, Madhesis, Muslims, and minorities, among others,” Rai stated.

In addition, the Alliance is insisting on the public disclosure of the assets of the Council of Ministers. However, Monika Niraula expressed dissatisfaction that the interim government is delaying signing the agreement despite them preparing various drafts. Rijen Rana Magar, meanwhile, stated that in a recent discussion at the Prime Minister’s Office on Thursday, efforts were being made to accommodate all demands except those deemed unconstitutional.

The Alliance believes that an agreement signed with the President will grant constitutional protection to the Gen Z Movement.
