KMC Launches Special Campaign to Reclaim Encroached Public and Government Land

Kathmandu: Kathmandu Metropolitan City (KMC) has launched a special campaign to reclaim encroached public and government land within its jurisdiction. The metropolis formed a committee to initiate the process of reclaiming these lands after studying the reports of various committees previously formed to investigate the encroachment of public and government land within its working area.

The committee is coordinated by Suraj Shakya, a member of the Kathmandu Metropolitan City Urban Planning Commission. The committee includes representatives from the Commission, the Metropolitan Urban Management Department, the Valley Development Authority, and the Land Revenue Department. The committee already issued a public notice on November 10 (Kartik 24). The notice instructs anyone who has encroached upon public or government land to vacate the premises.

The committee has been tasked with accepting complaints regarding the encroachment of public and government land within the metropolis, investigating these complaints, studying the reports of previously formed committees and commissions, and implementing their recommendations. Mayor Balen Shah had previously disclosed that 108 ropanis(approx. 13.5 acres) of land had been reclaimed, but 1,859 ropanis (approx. 232 acres) remain encroached.

Mayor Shah had earlier publicized the Rawal Commission Report. Before Mayor Shah released the report, Ukera had published the evidence contained in the report detailing who had encroached upon the land.

Who has Encroached upon Public-Government Land?

The Rawal Commission Report lists details of influential individuals who have seized public land, including former Foreign Ministers Bhekh Bahadur Thapa and Ramesh Nath Pandey, Nepali Congress leader Minendra Rijal, former President Bidhya Devi Bhandari, UML leader Rajan Bhattarai, former Lieutenant General Ganesh Shamshere RanaKaman Singh Lama, among others. The report includes the names of five thousand individuals, including Dr. Kishor Raj PandeyHari Bahadur ThapaRajesh Ahiraj, UML leader Indra Kumar ChamlingRenuka GautamKusum Agrawal, Dr. Bed Prakash Upareti, Dr. Prakash Jung RayamajhiKirtan Krishna BhattaraiAnnapurna GurungBhav Kumar UpadhyaySurendra Pratap ShahBasudev Sapkota, and Mahesh Chandra Aryal.

The Rawal Commission itself had revealed that Bhadra Ghale had encroached upon public land. Structures built on the land occupied by Ghale have since been demolished based on the same report. However, the areas occupied by other influential individuals have not yet been cleared.
